Garrisons can be built in green territory for 50 supplies or with two columns or rows (based on your map's grid) in enemy territory for 100 supplies. However, they can only be constructed by Officers and Spotters. Outposts can be built anywhere on the map and require no supplies. That’s a massive advantage in the 50 vs 50 battles of Hell Let Loose, and these spawn points can be the difference between winning and losing. Garrisons allow any player on your team to spawn on them. Outposts can only be used by your squad (the small group of 2-5 players within your army that you're are grouped with). Outposts and garrisons allow players to build new spawn points for their teams. That is where outposts and garrisons come in. Making a long march across the battlefield, just to die from a stray bullet before you even fire a shot can be aggravating.
That may be fine in other shooters, but here, where map sizes are huge and players move at realistic speeds, it can take upwards of 10 minutes of walking to reach the frontlines.
